With offices in both Jacksonville and Orlando, Regan Whelan Zebouni & Atwood P.A. represents clients in complex business and construction litigation matters throughout Florida. We also represent contractors and design professionals before the state’s Department of Business & Professional Regulation and the Division of Administrative Hearings. Our attorneys also counsel contractors about compliance with qualification statutes and small emerging business statutes affecting public projects.

Jeff, Ed, Gene and Chad are all specialists in construction law as demonstrated by their certification by the Florida Board of Bar Examiners in Construction Law. Jeff is also board certified in Business Litigation specializing in trials of business disputes. Anthony is a former Chief of Construction Law and Procurement at the Office of General Counsel for the City of Jacksonville where he served for nearly two decades.

All five attorneys gained experience working in different industries prior to attending law school. Jeff served in law enforcement as a parole officer. Ed worked as an estimator and project manager for several mechanical contractors. Anthony worked as an analytical chemist and as a certified marine chemist. Gene’s first career was in construction management working as a project manager in commercial construction.

This experience includes modification of standard form agreements such as those published by the American Institute of Architects, the Engineers Joint Contracts Document Committee and The Associated General Contractors of America. We also draft proprietary contracts adapted to specific needs of our clients.
